Bypass "safer" policy to allow download or install

Please open the Run dialog by typing 'regedit' and selecting 'Run as Administrator.' Once the Registry Editor opens, navigate to the following path:
HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\Safer.
Locate and delete the subkey under the 'Safer' key (do not delete the 'Safer' key itself). After completing this, close the Registry Editor and attempt the download or installation process again.
